The law doesn't prevent a school from releasing the number of players who have tested positive. They just can't release the names of the players.
That said, almost no schools are reporting the number of positive tests because they don't have to. Maybe he needs to talk to Alabama and Clemson to get their positive test results, because they're not releasing any information either.

HIPAA doesn't prevent a team from releasing the number of positive results, it just prevents them from releasing the names of the persons who have tested positive. Still, LSU has no duty or responsibility to divulge any information about positive tests whatsoever.
