They're saying he has been caught gathering state secrets for a foreign nation. They say it isn't Russia, but aren't saying who it is he was allegedly doing this for.

He left his post in 2005 and then worked in a different role as a State Secretary until 2009. But prosecutors allege this illegal activity happened beginning in 2010 onward. He was coordinating with someone still inside the BND to gather this Intel he was stealing. He was using it for consulting work and apparently sharing it with foreign intelligence agencies.
I'm not sure when the activity stopped if it didn't stop when they arrested him. It sounds like this was ongoing until the time of his arrest.
They're saying he stole over 2,000 classified documents all told.
