Judge Holden is a man of action. He's exercising his first amendment right. There isn't anything vulgar or inappropriate on the signage.
If Sankey doesn't like it, then that's Sankey's problem. He can't tell Judge Holden that he can't purchase a billboard nor can he prevent Lamar from selling him the billboard space.
The SEC and Sankey can go EAD.

I like that he used Paint from windows 98 to create this rather than the same AI graphic design crap that is infiltrating the world these days. Will make it stand out even more.
