Many problems with this. Admittedly, I have not seen the correspondence.
USC is a tax-exempt organization. Fair questions, but long tradition supports athletics being a "furthering" if not an "accomplishing" exempt activity.
LSU, being public, is part of the state. It is not taxed (other than on unrelated business taxable income) because of IRC section 115, not 501. Thus the questions do not make sense.
Further, Congress has no authority to audit entities: that is the purview of the Treasury/IRS/Executive.
I have no problem with the excises as potentially applied to USC; however, the constitutionality of the federal government taxing a state function is doubtful. That is under serious consideration relating to "parking" allowances provided state and religious employees (similar constitutional issues).
The Congressman needs better-prepared staff. Someone who is a tax lawyer specializing in tax exempt organizations would be a good start. If news reports are accurate, this was not written by someone who is expert in the area.
Let me add: I do not know who pays what to whom. But, my comments apply to activities by LSU and paid by LSU. Contrary to what many have said herein, activities by and paid for by a separate entity (which is likely tax-exempt) raise some issues that may need to be addressed. But, this should be directed to such separate entities, not to the President of LSU.

I would address the letter pointing out a federal government that does not protect the Southern border allowing 2 million illegal entries in 12 months and 12 months and 30 trillion dollars of debt it has no standing whatsoever to ask a particular University about compensation ....compensation to a head coach that frankly is subsidized by alumni .... in short frick off.

Congress has 0 authority to do anything about any aspect of education. If anyone is interested, read Article II of the holy Constitution.
