Is it ok to place direct bury (grey romex) directly in concrete, or does it have to be in conduit?
Also, what is the best type of concrete to fill the trench? Is primer required?

Like pouring wet concrete on it?
Better hope it never shorts

Yes, wet concrete.
This is how it was done when the house was built. Renovations removed the wall where the previous line ran.

If it was me I wouldn’t do it. If you are going to trench, why not put a piece of 1/2 “ pvc down and be done with it. That way if you ever have problems down the road you won’t have to bust up the concrete again

I seriously doubt code allows power to be run through concrete without the use of a properly rated conduit.

Use conduit not expensive or a pain in the arse to place. The trench can be filled back with quickcrete.

That’s how it was installed previously and I had an electrician tell me it was ok. Trying to get a second opinion from the board.

Conduit is like 50 cents a linear foot and very easy to install. Really no reason not to do this...

He was wrong in terms of NEC. Where you live determines what is actually legal (believe it or not, there are still places where there is no legal municipal code regarding electrical and many other other building codes). I don't think I would take the time to break up the concrete to do it right but if that is already done, get some conduit to run it in, it's cheap.

whether or not its "ok" is pointless, run pvc conduit so you can run a new wire at some point if you have issues, thats just common sense.
but to better answer you, im 90% sure code requires anything buried to be enclosed or shielded within conduit, but im not current or up to date on the code so thats whyt i say 90%

1/2' pvc is like 2 bucks a stick, just use the pipe

Uses not permitted Can’t be installed in concrete. Sorry.
But to be fair to you, it’s still not allowed, you just cited the wrong codes. There are some MC cables that can be encased in concrete, but it’s still better to just use conduit

You’re right. Didn’t even see that he said direct burial type. Just saw romex
