Permit for Gas and Electricity in BR for new house

My family just moved from one house in BR to another in BR (bluebonnet). We are Being told by entergy that we need a permit from a plumber to get our gas turned back on (they came out today to turn our electricity on and turned our gas off bc we didn’t have a permit)
They had told us last week we needed a inspection permit from the city to be able to switch the electricity back on once we moved in. We got that completed last week but our realtor and many others I talked to had never heard of this for East Baton Rouge. Entergy had told us that the permit had expired which is why we needed a new one. He also said it expires every 6 months but you don’t have to get a new one every 6 months.
Does anyone on the OT have any experience or knowledge of this and why this seems to be a new process?

Did the house previously flood?

Sounds like BS. Never had to do that for the 4 homes I've owned in EBR.

My understanding is that, in BR, only electric ranges are allowed now because gas is harmful to the environment.

Had the gas service been turned off for a while?

I had this happen to me almost three years ago - Entergy thought the house didn't exist or something yet it had power/gas for a few years
Ultimately resulted in a three way call with my realtor, seller's realtor, Entergy supervisor to figure out we didn't need a permit and it was already functioning house.
The realtors helped and got the job done, no permit needed.
frick Entergy

Smells like horseshite.
What do you have in the house that needs natural gas ? Leave it off , it is too hot for a hot shower anyway.
frick entergy!

I think it’s normal protocol for any address where service has been turned off for a certain period of time, though I’m not 100% sure what that period is.
We had to do both (electrical and gas inspections) when I moved into my house over 10 years ago. There was a walk through plumbing inspection as well as a pressure test for the gas system. I don’t recall whether the pressure test was part of the plumbing inspection or if that was something Entergy did when they came out to turn the gas back on.
In my case I had to remove some old style gas heaters and cap the lines going to them. Wasn’t a big deal because they were an eyesore anyway and weren’t really needed. I recall being told that they are notoriously unsafe and that the house would never pass the pressure test with them installed.
The gist of it is they want to verify that your house isn’t going to explode two days after they turn the gas back on.

That's why I was asking. Some people call them vacancy inspections, but they are normally for commercial buildings. I guess residential stuff isn't normally empty for 6+ months.

No, that's a gas leak

Where I live Atmos gas requires the gas plumbing to have a pressure test from a licensed plumber if there has not been gas at the address for 6 months.
It's pretty common and prevents cutting on the gas to a house that could have a leak or an open valve inside. So basically limiting liability thing.

So I called Entergy and got to the bottom of it.
The electricity inspection is normal so I didn’t waste $100 on that. The gas inspection was a big mess on their part.
We moved in on Friday and had to wait on inspection to get someone to come turn on electricity once inspection passed. When we called Thursday (after inspection was done) they couldn’t get someone out to turn it on until today which is why sellers left it on for us.
There was a work order that was done today for our electricity so my wife called just to verify and the person she talked to on phone said electricity was turned on but the gas was shut off because we needed a permit. Our realtor said it was BS so i called them myself to ask more questions and find out why we need a permit when we are just trying to transfer services for residential.
When I told the first lady I talked to the story she replied with “who told you that?” Like she was shocked herself.
She did some research and said we can turn it back on for you tomorrow as todays time slots are full. I said that won’t work as I have two young kids and since you turned it off today you need to turn it back on today.
I was forwarded to supervisor then a manager.
After about 20 minutes the manager tells me the electricity meter was read electronically and switched over to our name today and that he doesn’t see where a work order was put in to turn our gas off so he said the first person that talked to my wife was wrong and our gas should still be on. (Hadn't been home yet to confirm yet)
So all of this for nothing apparently because the first person was clueless.
Thanks OT for your help.

I haven’t heard of a city taking away your option to chose if you want gas or electric stove. If that is true Is that another political policy to force people to go electric. I personally like a gas stove for cooking. One reason is that when I turn the gas down the fire goes down immediately. The second reason is during an electrical outage I can still use the burners to heat food, baby bottles or even for heat if it’s an outage during the winter.

That’s the issue the gas had not been turned off when moved in. There was a family living in the house that moved out a week before they bought the house. It never should have been turned off just transferred from one persons name to another. It should have been that simple.
