To answer your question, yes. Yes, just about anyone with the right amount of training (more importantly dedication) can get Boston qualified. I've always said that a sub 5 minute mile is twice as impressive than a sub 3 marathon. I kind of miss the days when the mile was the premiere world distance.
It took me just under 2 years training to run a 2:43 (2019) for my first and only marathon finish to date.

Heart doc said to keep the hard HR days to 180 or below. He didn’t seem too concerned with me hitting 194 a couple of weeks ago at my age.

I haven't follow any particular plan. I pieced together run types based around mileage that I wanted to total per week. I would guess my "focused" training block was maybe 8-10 weeks. 2-3 days were working intervals totaling 5-7miles on treadmill in the morning and then maybe one of those days another 5-7 miler in the afternoon. weekends usually 15ish with at least half at GP on Saturday and then 10ish GP+30 on Sunday. weekly total in the 50-60 range for 3-4 weeks and then 1 "recovery" week.
I don't think you need 60 mile weeks but I don't mind running and my marathons were usually b/w ultras. I also don't think the mileage that plan has is gonna get you sub 4 based on the half times you posted unless you didn't train for those and just winged it.
I agree about BQ. While it is a challenge its achievable by most "normal" people if they make the commitment. some require less and others way more.

Understood. So do you think it's wise to cut out one of the mid-week bikes and replace it with an easy, medium-distance run?

Based on y'all's suggestions, the new plan looks like this:
Mondays - 15 mile zone 2 bike
Tuesdays - speed work for approximately 3 - 5 miles (sprints in various distances significantly faster than marathon pace)
Wednesdays - 15 - 25 mile bike (140+ HR and at least 17 mph)
Thursday - tempo runs in 4 - 10 mile range with most miles slightly faster than marathon pace
Friday - 5 - 9 mile runs at long run pace (approximately 45 seconds - 1 minute slower than marathon pace)
Saturday - rest
Sunday - long runs (this run is slower than marathon pace, generally by about 45 seconds per mile, and is in the following distances: 8, 8, 9, 10, 11, 12, 14, 10, 15, 16, 12, 18, 13, 20, 13, 8)

Super pumped. On a 0-400 scale, I scored a ZERO on my calcium score at the cardiologist today. Which is perfect. Less than 1% chance of heart attack in the next decade for me!
Ran 5 miles this evening. Averaged a 10min/mile pace. Ran hard. Hills and 1/4 mile fartleks. Drank beer and ate pizza at the end.

It’s a 2 min CT scan of your heart. If you have build up, calcium coats the outside of the blockage and shows up on the scan. Given my family’s awful history of heart disease, that news was nothing short of a miracle for me.

Ran 13 at marathon pace today (a little under 8) and felt super strong. Was 15 seconds off my half PR and wasn’t really even trying. Helps to be in LA weather compared to NYC humidity.

Just finished a 30-minute run at 9k feet that was supposed to be “easy.” I live in NOLA, and incorrectly assumed that the 60 degree temp here would offset the 9k extra feet of elevation since I’m used to running in a 100 degree heat index. I was wrong
My Garmin dropped my VO2 max by 3 points today. Hills and elevation take more getting used to than I was expecting. I must’ve been running 12 minute pace on the last few hills

12 miles at a 10:20min/mile pace. Average HR 163. Paces great. Felt great. Could easily go out and run another 12.
