This could make Madden FTP since they have so much potential for advertising in-game, it is already being supported by the whales buying packs in Ultimate Team.

Put me in the camp that "free to play" has been one of the major things that has almost ruined the video game industry the past 10-15 years.
In theory there's no reason it should have, it should be just another option the consumer has, just like in theory micro transactions and DLC would be non-damaging options.
But theory and practice are two very different things.
Some industries and industry practices are inherently predatory and damaging. Think the gambling industry or the payday loan industry, stuff like that. Sadly video games have joined that filth in some of the most consistently exploitative and manipulative consumer practices on the planet.
In theory there's no reason it should have, it should be just another option the consumer has, just like in theory micro transactions and DLC would be non-damaging options.
But theory and practice are two very different things.

I've never understood why online games haven't gone this route, especially as time has moved us forward.
Instead of putting in billboards as part of a static setting, make their content programable.
There's no reason that couldn't be a McDonald's sign, Dell, Netflix, etc. Run your contracts monthly, bi-annually, quarterly, whatever. The money generated could easily support the position(s) needed to import the ad into the game.
Same for vending machines.
I get it for long-established games running on older engines. Newer games, especially those currently still in development, should be far better situated to take advantage of this idea.

Well yeah because Game Pass and things like that don't make any money for developers. People love it, but it's bad for the devs and studios.
So how do you make money if your game is given away for free? Microtransactions and ads.
