No, mine is 100% fluctuating this week with a max of 137. This sucks.

So that link I provided has been spot on for the weather, and it correctly predicted that I would have shooting stars last night. The time of the shooting stars was off by ten minutes, so either I screwed up somewhere when inputting past weather events, or it's not accurate down to the second. I'm leaning towards me screwing up somewhere.

That said, there's also a forum set up for people trying to get specific villagers. Apparently hackers are just giving them out if you contact them:

With regards to meteonook - I kept getting wrong seeds until I finally went back and stripped out every last mention of what time stars were seen because apparently it's very easy to screw that part up. Any time I had rain, I marked that hour as rain, but any time it wasn't rain and I was even the slightest bit unsure if it was sunny/cloudy/rain clouds for the hour, I just marked 'unsure (not rain/snow)'. After a day or two of documenting known rain or known 'not rain' and getting the star times cleared out, I got my accurate seed.

Yea, I'm going to go back and remove previous weather info to see if I might have made a mistake somewhere in the past. I'm wondering if the weather seed really is correct down to the second of shooting stars. If you have any luck testing that, let me know.

Yea, I'm just going to sell off if it gets anywhere 100+ this week. Luckily I only bought at 91, so hopefully I don't get stuck with a loss.

I didn’t buy turnips this week, but looks like our island will be having a large spike this evening.

Just FYI baws, Nintendo can’t stop this tigerdroppings thread train.

Edit: for anyone that can’t get to Eric Nies Grind Time this morning, I’ll open up when I get home from work. Don’t mind the dust we are remodeling the island this week.
