That person had to actively use a credit card to secure a RSVP. The process includes multiple disclaimers that a charge will be applied to the credit card on file for NCNS.
Open table also states

This is common practice at high-end places to protect their bottom line.

It has become much more common since covid, though never that high. Around here it is usually $25 total.

There are a few places in Chicago that makes you put down a deposit that goes towards the bill (non-refundable)... mainly places with very limited seating and tasting menus...
But most places Ive seen that have cancellation fees are in the $25/30 range... I dont think they'll go away post-covid...

$75 a person for any restaurant in Laffy is ridiculous

You will if it is a nice place that is hard to get into, I'm honestly surprised Commanders Palace in New Orleans doesn't do this. I believe they do for only large parties because they have to take up their normal seats.

Is it really buried? The only way they can charge you is if you have to provide credit card info. when making the reservations, and there's usually disclosure in respect of why they're asking for that info.

Right, I don't see how it's that odd. If you reserve a spot, and then don't show up, you are costing the restaurant money because a paying customer would have gladly chosen to take your spot. They only have about 4-6 (I don't remember the exact amount) of spots at the kitchen "bar", so they probably aren't expecting a ton of walk-ins.
I could understand some folks getting pissy if it was a non-refundable deposit that is applied to your bill (which is what I experienced in DC), because some people may not want spend the amount that is charged. But even then, you know what it is going in. If you aren't going to spend that much, then just don't go to the restaurant.

Because even though some of y'all have experienced this, I havent.
Been to plenty of high end restaurants during Covid and havent been asked to do this anywhere.
This place doesnt even have prices on the menu.

It's not standard practice but the nicer restaurants do this sometimes and for special days when bookings are at a premium. Typically they will verify the reservation with you via phone or text once or twice including the day of the reservation.
Perry's does this on New Years for non-regular customers. The fee is something like $40 or so. If you don't want to be charged either show up or cancel in advance.
