I f I'm making something that needs loose meat, say in a liquid dish or taco meat, I put it in a pot with a small amount of water and heat with the cover on. After a minute or 2, open the lid and turn the chunk, scraping the outer layer of meat off to reveal pink. Repeat until all of the meat is loose and reduce off any remaining liquid.

Too many discrepancies in the USDA guidelines you quoted.
First of all, the USDA guidelines do not provide water temperatures, only the term "cold" which, let's face it, some people might need more specific guidance here (see all the thread posts suggesting warm water). ServSafe provides guidance stating the product should be submerged in cold running water, not exceeding 70°F.
Secondly, the quoted guidelines do not provide a maximum product temperature. According to ServSafe, thawing products should not exceed 41°F during the process.
I'm not blaming you for the USDA discrepancies but, the idea that a frozen product (28-32°F) in cold tap water (55-75°F) at room temperature (70-75°F) will get warm (80-100°F) defies the laws of conservation of heat. How are you raising the water temperature 5-15°F without applying heat?

so what are you saying? Water is a natural freezer for frozen food and will stay frozen under these conditions?

No, im saying frozen food will not make cold water warm.
I have a 48oz water bottle on my nightstand. I filled it up last night before I went to bed. I just took a temp reading and it is at a cool 73°F, not warm.
Most sources state that warm water is between 90-110°F.
Here's a visual for you to reference. For water temperature so you can improve your diction.
There are many more references out there reflecting the data displayed in the pic. Warm water is ÷90°F. Im still nor sure how frozen food (28-32°F) in cold tap water (55-75°F) at room temperature (70-75°F) will make water warm (90-100°F). (Temp changed to reflect data in pic).
The prosecution rests, your honor.

Cold running water is the safest option. Running water or moving water is fastest.

Title:Thermodynamic Coefficients of Frozen Food and Their Affects on Water
Purpose: To determine if thawing meat submerged in cold tap water will rise enough to be perceptibly warm. Cold water is defined as a temperature between 55-65°F and warm water is defined as a temperature threshold between 90-100°F. I followed the suggestions of toof to determine if frozen food could cause water to become warm. toof provided the USDA recommended Cold water thawing method for this experiment.

"The water will start to get warm as the meat defrosts."
"Submerge sealed meat in cold water and change out with more cold water as the water gets warm.”
Hypothesis: The frozen food product (meat) does not possess the required thermal properties necessary to cause the water to get warm.
Material:
8.25"x3.25"x1.25" frozen 12oz ribeye
8qt plastic container
Instant read probe thermometer
Water between 55-65°F
Air temperature thermometer
Cell phone with timer and photographic capability
Data:
The 8qt container was filled with 6qts of cold tap water that registered at 60°F
The frozen steak was added to the container containing the 6qts of 60°F water. The temperature fell slightly to 59.6°F
After 30 minutes, the water temperature was recorded at 59.5°Fdiscarded.
The water was discarded and the 8qt container was refilled with 6qts of tap water that measured 62.1°F
The steak was added to the 8 qt container was refilled with 6qts of tap water. The temperature did not change and was recorded at 62.1°F
After an additional 30 minutes, the temperature of the water registered 62.7°F. The steak was fully defrosted, so the experiment was concluded.
Measured Air Temperature
Conclusion: The frozen food product (meat) does not possess the required thermal properties necessary to cause the water to get warm (90-100°F). This was evident in the fact that the water never achieved a temperature above 62.7°F. My observation is that every time the water is changed, it is cold enough to maintain a cold temperature rage (55-65°F) due to three environmental variables. Variable 1) The frozen product being added to the water is colder (28-32°F) than the water and does not cause the water to rise above the cold temperature threshold (55-65°F). 2) The air temperature of the surrounding environment (68°F) is not hot enough to cause the cold water to rise to a temperature that is defined as warm (90-100°F).
Your original statement is that the water would get warm. I replied that it was thermodynamically impossible for the water to get warm, and here's my proof... toof, And that's the truth!!!
