Every culture has meat and veg in a flaky crust. Whether it's an empanada, kibbe, or whatever, the world over knows that savory belongs in crusty stuff.

Well, we're including shite in a ramekin as a pot pie. You can literally easily cook a sweet pie in a cast iron skillet, too, so tell me where the line is. I've made Shepherd's pie that shite in a Lodge repeatedly (I actually haven't made it in anything else that I recall.) Does it need to be a ceramic pot?

Pot pies have a top and bottom crust.

Shepherds pie doesn’t even have a crust at all

I love pot pies… but shepherds pie is not pot pie. I’d honestly be pissed if I ordered a pot pie and received a shepherds pie.

Pot pies are great, IF and ONLY IF, there is plenty of meat/filling in them. Nothing worse than a pot pie that is 80% crust and goo.

Local grocery store by the house makes their pot pies with leftover fried chicken. Most amazing pot pies I’ve ever had. OP must have lost their taste buds with COVID and never got them back.
