Penley Estate Phoenix Cabernet is one of the best I've had in this price range. It's often a $25 bottle, but Dorignac's has it for $19.99

I drank a bottle of Franciscan Cabernet a couple of weeks ago for the first time in a long whole, and it was as good as I remembered. It can be had for about $20/bottle +/- $2

This. I have been pleased with every wine I have bought from this winery, particularly the pinot noir and the old vine zinfandel. Wife likes the chardonnay also.

14 hands

It is my favorite, even if I only bought it the first time because of the name

Having some now.

My wife and I both feel Rodney Strong and J. Lohr are nice cabernets at decent prices.

Personally, I prefer French wines. Look for a 2009 Bordeaux. That was a great year and you can hardly go wrong with something in the $20 range.
