Was I wrong for reporting the woman in a "childless cat lady" shirt to the poll workers?

This morning I reported someone for electioneering within 600ft of a voting site. She was hysterical and made a scene when told she needed to leave. Am I the bad guy? Rules are rules.
RS 18:1462 states :

This won't be a popular opinion but a "Make America Great Again" hat doesn't show a political campaign or politician. Neither does her gear. Both should be acceptable in line. I tend to err on the side of freedoms though
