At least Baton Rouge and Nola have some sort of South Louisiana coonass charm that makes them different.

I spent the year of 1991 at BAFB, Shreveport was't bad back then. One thing for sure, Shreveport is about the same size as Jxn, MS and Shreveport is 1000 x better. I've seen the Mayor interviewed a couple of times (on TWC), he seems like a common sense guy, unlike the Jxn mayor.

people from baton rouge or New Orleans arent coonasses either. Coming from North LA i was surprise how city boy/yankee the guys from BR/Nola were with respect to the outdoors. They thought going to a fishing camp that was as nice as their house and tanking a boat 1/2 mile down the MRGO to fish a pile or rocks was some back woods outdoor shite. I mean it’s perfectly fine, I don’t expect you to care, and I don’t hold any particular malice for you.
This state, my state, our state, is arse. Sure, it’s our arse, and we might bridle at others talking about our arse, and we might be fond of certain pimples on our arse, but an arse it is.
All the shite comes from the rest of the US and flows out of our a-hole, New Orleans.
And there’s a lot of poo stuck in places around our arse, because frankly we can’t wipe. Hell, without all the poo, asses are rather nice. And we can overlook the fact that the poo come out of there at times and appreciate it, when the poo isn’t getting in the way.
But damn, there’s a lot of poo, and the poo is spreading, and just making everything worse.
Still, I think everyone in BR and Shreveport can agree, at least we aren’t Alexandria

The only people I know in Shreveport post pictures at superior for what seems like every weekend. It doesn’t seem like there’s a whole lot to do there

I know this won’t apply to most people, but if you are serious into Mt. biking the Shreveport area is an absolute Mecca for that in the state. And Shreveport is relatively close to world class trails in Texas and Arkansas as well.
If you had better leadership at all levels you could definitely leverage that and build upon it to attract businesses from outside the state.

Lived there ~9 years total from 2008-2020.
It's terrible. BR is also terrible (4 years there), but not as much.

Its a three hour drive to the Ouachita Mountains. That's where I spent a lot of time.
