Thank you for your post, very interesting information. Of particular interest is that Covered Contractor definition flows down to subcontractors at all tiers. That means the tentacles are very far reaching and would likely create a supply chain nightmare if enacted.

Got word today that we have to have negative test every three days beginning Friday. I’m a Fed contractor but my company isn’t paying for the tests. Does anyone know where I go and not have to spend $130 per test at Walgreens?

I feel you, sorry I don't know. I do know that is the issue with testing in lieu of vaccination. Our company is covering the cost of testing for our people for now, I have a feeling that might change in the future.

I was terminated by a Fortune 50 company last Friday because of this. Most unorganized approach to a firing I have ever seen. I had to write a letter to have it documented that I was not resigning, quitting, or mutually departing and was being fired. I think they just assumed people would comply.
Also, interesting note, I was terminated before my Medical Exemption request had been review/declined by the ADA. That felt odd to me, that no due process was granted. Every day I hung around was more money.

That was an aggressive deadline if last Friday was the cutoff date.
Some companies are being very anal about this, others not so much. Some companies are only applying it to workers who come into the office, others are extending it to those who work 100% remotely. It's a literal shitshow in motion.

Shitshow in motion is about as accurate as you can be. Our requirement was for employees returning to 11 of our largest facilities. Seemingly on a whim, the Executive Leadership Team said, "Nope, blanket this to all outside BD as well". I've been working nearly 100% remote for 18 months and when I filed the accommodation, the response was, "sorry, no accommodation for outside sales due to possible customer interaction".
Fortunately I can last awhile and have already had a few customers reach out with openings if needed. Gonna take some time to really see what I want to do.

I was told those do it yourself test kits were acceptable. That’s the cheapest option.
I wasn’t going to suffer it, so I quit.

wondering about MDs/Medicare etc. If doctors accept consignment will feds require all docs who get reimbursed by Medicare to get the experimental genetic device? (ie the vaccine).

Best of luck to you and others in this nightmare of government overreach. I’m retired and don’t know if I would have had the courage to stand up for my beliefs if my job were on the line. Take care.

Precisely what the administration wanted. They wanted this, and strove for it. Companies that are so scared of one negative tweet, and so reactionary to anything approaching politics, that they would leap from the bridge as soon as Joe said “jump.”
The companies are to be faulted here. They and their corporate boards are adhering to these directives willingly and without fighting.

Update from Friday...
Email with a FRAGO (orders) came out friday that states Nov 22nd is still the deadline for full vaccination status for army federal civilian personnel.
Email and FRAGO also stated that no methods to submit exemptions for federal civilians have been published, but will be released once guidance is finalized.
The email highlights Oct 18th as the deadline to take the mrna vaccines to be fully vaccinated by 22nov. So I brought the issue of what to do with this conflicting information up to my commanding officer and senior civilian.
Neither had answers to some pretty basic questions. I can tell they haven't thought this through as much as I have. They tried to talk around it and get me to get vaccinated, but it's still a no from me right now. My commanding officer agreed to call the JAG to get some answers for me.
20 minutes later he called me into his office and said "yeah, no one has any answers right now". He said the JAG even called 3 levels above him for legal guidance on this mandate and no one would give him anything official
My commanding officer left it as "you know the deadlines and missing them moves me into a certain level of risk that is unknown at this time". I acknowledged the risk and informed him this was session would be documented by me as my verbal formal complaint to my supervisor that I was not given proper legal guidance to meet a deadline. He said that was fair.
So bottom line, my take on the situation is that legal has no idea how to mandate this for civilians or punish those who refuse.

This might be the issue for some companies, but that is definitely not the case for a lot of them. The major issue is that most federal contracts have the vast majority of their revenue coming in on those federal contracts, and if they refuse they are being told their contracts will be rebid to other companies. So they are worried that if they declined to comply with the new mods to the contracts, then they might as well just shut their doors because they would lose the bulk of their business. They are basically being strong-armed into this with contract mods.
The government is digging in their heels on this federal worker/contractor mandate. And the way the contracts are written there are mods and option phases and whatnot that are being used to include this new language. And there really isn't anything the contractor companies can do unless they are willing to give up the contract. And if they did tell the government to go ahead and rebid it, there would be a long line of suiters waiting to bid on it.
I don't like it anymore than anyone else, and I'm about to be in the position of either getting a religious exemption or fired. But I don't blame my company which I know for a fact doesn't like this crap anymore than I do. It's either except the government's contract mod, or close the doors because all of their business is via government contracts. It's a crap position that the Biden administration is putting us in, and I put 100% of the blame on them.

Keep your eye on the OSHA 100 thing while Brandon's Center for Medicare Services mandate goes into effect for the nursing homes across the country. So you win the battle with the OSHA thing but lose the attrition war to the nursing home one that no one cares about because y'all don't work in nursing homes. But then the weaponizing of direct funded Medicare or federal matched state Medicaid then trickles down into other areas where the feds have a funding mechanism and precedent becomes law.
Y'all have your eyes on the wrong battle allowing Brandon to win the war. Watch.

Lmao! I call bullshite on them. There have always been processes for submitting exemption requests. Hell, Liberty Councel is arguing that some federal agencies have changed the accommodation process for COVID, which is illegal.

Then they are just playing dumb, because the White House has issued guidance. They are either ignoring it, purposely playing dumb because they don't like it, or maybe afraid of legal challenges and don't want to push it.
Another alternative is that the DoD is a complete shite show right now since they keep issuing guidance that contradicts previous guidance.
Senator Ron Johnson has even called out the President and DoD leadership, requesting records related to the DoD mandate.
