There is no federal mandate. Only words from Biden. No executive order, no administrative order from OSHA or Department of Labor and no federal legislation. Nothing but unenforceable words from Biden. But companies are doing what he ask despite there being no enforcement mechanism. At least from a state level with a law banning mandates there will be an enforcement mechanism against mandates within the state of Texas.
