Anyone remember the 1993 movie A Bronx Tale? I would love to see these store owners pull something like this.

And they wonder why owners and employees, of retail stores, pay close attention to them.

They need to go back to the old days of having the mob come back and give protection to the shop owners.
I would have Latino gangs do it. They could have people cleaning and landscaping commercial properties letting the muscle know when they need to show up. Then when they escape they can blend in their communities inside BR or around BR. BRPD and the sheriff would never find them.
Change the rules Fight fire with a bigger fire.
The BRPD, weak DA, and the judges allow this sort of behavior.

The owner said she was going to have video cameras installed. Those are pretty much useless now.

You’re on to something here but there is ZERO sense in importing fricking latino gangs to do your dirty work.
What you need is the citizens of this place to do it. Just have it so they only come down on those who break the social code. Don’t worry about stuff that ain’t hurting anyone, shite that goes on in private.
But you break the code, you steal, you assault, you act an arse…some people are coming to teach you a lesson.
Let the citizens rough up the trash of the city since the cops have their hands tied. Let them clear out these panhandlers and junkies, the thieves and the thugs. Let them be a righteous rain to wash away the filth of the cities to the gutters and the dung heaps.
