Neither, I Think you got Pepper vine there (ampelopsis arborea)

I don't think it's poison ivy but I also wouldn't touch it. Looks like it'd give me a rash

+1 for peppervine. It takes over quick and produces a black berry with seeds and it will get everywhere. I am fighting it now.

What kills it? I have battled this for many years and have tried all sorts of things. Willing to burn it all at this point.

Not sure yet. I am about to try stump killer that you paint on. Try pulling up as much as you can from under ground. It is freaking relentless

Trichlopyr - “Stump and Vine Killer”

Thanks for the peppervine suggestion, wasn't familiar with that one. It's almost certainly coming from the neighbor's yard, so I imagine it'll be a neverending battle.

Does that stuff kill anything surrounding the stump? I've got a stump I need to get rid of, but there is a blackberry bush right beside it I was worried about killing

It will kill blackberry if you spray it on the leaves but it won’t harm it otherwise. If you just treat the stump it won’t kill the blackberry.
When treating a stump, you need to make a fresh cut of the stump to expose the outer green cambium layer right beneath the bark and then “paint” the trichlopyr immediately around the outer edge of the freshly cut trunk/stump before it dries over. This process is important as the green cambium translocates the herbicide down to the roots to kill the plant. Same holds true of pepper vine or any other plant.

Be careful. I've got this terrible poison ivy type of rash on my arm after weeding my beds two days ago. Nothing I messed with looked like poison ivy. But here I am. So there is other bad stuff out there.
There were nettles in the bed. That stuff is also supposed to be bad.

Triclopyr can kill via root uptake. Be careful and do not overspray. Just put it on the stump and not on the ground around the stump and you should be okay.
