Baton Rouge - Littering Law Re Bums, Panhandlers

Just drove by the intersection of Sherwood and exiting the off-ramp of I-12 westbound. There are big gulps and trash littering practically every square inch by that light on up that hill under the crape myrtles.

Every city and even statewide has a Littering Law that has teeth like court costs and possibly even jail time beyond just the monetary fine.

Similar to other Louisiana laws that can far-reach like omnibus clauses on car insurance for example (aka guilty by association), why can't the city of Baton Rudge use this as a way to clean up the mess. It's gotten so bad on Siegen that it's now become Slab City (squatter tents) California.

Eta: What is a bum's fascination with a 64-ounce big gulp? It's like that's their signature status symbol.

Don’t worry, all those exits have fancy new signs asking people to not give them money. The homeless problem in BR has finally been solved

To make sure I’m understanding you:

Your argument is that anyone seen near litter, whether they produced it or not, would be deemed guilty of the criminal offense of littering?

Go look under the I-10 overpass on siegan between the concrete walls. They’re piles and piles of trash along with grocery carts. It’s disgusting and no one in our local government gives a shite.

I’d guess the police don’t put the bums in jail or waste time ticketing because they’re too busy trying to control murderville with the shrinking resources they have.

I wish they would do away with Styrofoam cups and soda fountains.

Go back to returnable bottles with a deposit. It’ll never happen. We had litter when I was young but not like it is now.

If we didn’t have returnable bottles in the sixties we would have never heard of Curtis Lowe.

The bums will never be punished for littering. In Shreveport, the bums would go to the food pantry where they would be given food to go. The bums would immediately throw all the trash out on the ground. For whatever reason, bums have absolute immunity when it comes to trashing up the environment.

Pointless to try and penalize a person who is penniless and has no income or bank account with fines. And locking them up only further shifts the burden to the parish and taxpayers.

The smart answer is wood chipper or incinerator.

Why aren’t police/deputies enforcing litter laws against transient beggars? The same reason 97% of all dwis in EBR occur south of Florida Blvd….clearly they don’t drink and drive north of US 190…or they only charge people who are likely to attend court and pay the fine $$$

Also, would not be surprising to learn these panhandlers are Soros-funded just like Antifa. It is so demoralizing to see SWB and Latoya the Destroya to purposefully allow these infiltrators to overrun the cities

I personally saw two individuals arrested for trespassing, in Biloxi. One was a guest of the hotel that refused to leave, the other was a bum/homeless who refused to leave. Guess which one was released without paying anything. One was in and out of the jail in less than 30 minutes. The other had to be processed and someone had to come and post bond equivalent of what the judge would fine if found guilty.

Cities have a no win situation when it comes to bums. If they arrest and hold them, they get fed and housed. They have no money, and nothing of value to put a lien against. Only solution is to run them out of town.

There was one bum shaving another bums neck at the corner here in Houston. Just sitting on the curb, shaving his neck while he was making another sign to beg for money.

I see these two a lot. The have a tent in the woods by the reservoir by my house. He always yells to me (not threatening, but asking me if I like ‘the good shite’) when he sees me, she’s always yelling at him

That is their life. I’ve been switching it from a distance for a year..

The litter problem in Baton Rouge was much worse than what I remembered from the past when I visited from out of town a few weeks ago. Why not get prisoners and people sentenced to community service to pick up the trash? Obviously, you can't stop people from littering.

yeah let’s start dropping heavy fines on bums so they can get contempt of court charges for not paying, so we can lock them up and feed them 3 hots a day and a cot with taxpayers money
