They probably don’t gave data for non-Medicare patients.
Some things to remember, a decent sized chunk of Medicare patients are under 65. They’re permanently disabled. I’ll let you figure out how that relates to opioid usage.

If an individual has ever had,or has a problem with opioid addiction, they obviously will NOT prescribe one.

Is it possible that black medicare patients attempt to abuse hospitals for opioids more than white medicare patients?

Prescription opiate abuse is vastly a caucasian problem. Opiates tend to make certain whites high as a kite, blacks not so much. They are prescribed less because blacks use it less.
