Who exactly gets to punish the President?

And what are some of the common punishments meted out when he doesn’t obey?
Since he’s constantly telling us he’s “going to get in trouble” if he does any number of things that he’s not supposed to do, I’m just curious as to who is the White House disciplinarian. How does one come into such a position anyway?
