San Francisco's poop statistics

Since 2011, the SF Department of Public Works started tracking the number of reports and complaints about feces on public streets and sidewalks. The data is open and used to create graphs like the one shown below.
Here’s another take on the same data:
The map shows 8 years of reports on one map - all the years are displayed on top of each other. A single pin represents one poop report.

How exactly does this work? People see some poop on the street, take out their phone, and mark the location?

When this was posted on twitter most of the left wing and SF local comments were along the lines of "still rather live here than whatever place you come from" one guy even said "I'd still rather here than Kansas City."

How does this compare to Bourbon Street because I have witnessed two different people taking a shite on bourbon street with tons of people there.
It is crazy that this kind of stuff is tracked and charted over 10 years.

It was probably tourists from San Fransisco. Locals aren't shitting on Bourbon Street. We know where the bathrooms are.
