So this is what is clear. The video and audio were heavily edited, but why??
What makes the most sense to me is he is in front of a green screen, and everything is added after the fact. But again, why even put this amateur hour video out?

I just noticed something else with him that is a definite telltale sign of someone with Parkinson’s or some other kinds of dementia. Look as he walks. Besides looking like a feeble old man, what do you notice? The backs of his hands face forward. That’s not normal. A normal person walks with the sides of his hands forward. That is a Parkinson’s walk.

Definitely something off about that. I wonder how much more of that is CGI. You'd think that the folks in charge of this charade of a presidency would turn out a better quality production than this. It makes "Clash of the Titans" look like a current state of the art 21st century production.

the longer version shows reporters were there, so that part is incorrect
I do believe the mics were digitally added to the shorter version, you can the mics in the version from the side are no where near Biden when he is speaking
