Rochester Police pepper spray 9 year old girl.

Officers were called to a home on Avenue B at 3:30 p.m. Friday for "family trouble," involving a potentially stolen vehicle. During the call, officers were approached by the custodial parent of a minor, who told the officer she feared her daughter would harm herself and others.
The child ran away from the home and was apprehended on nearby Harris Street. "The minor became agitated when she saw her custodial parent," an RPD release stated.
The child pulled away and then kicked at officers, police said. This action "required" an officer to taken the minor down to the ground. Then "for the minor's safety and at the request of the custodial parent on scene," the child was handcuffed and put in the back of a police car as they waited for an American Medical Response ambulance to arrive.
Again, police said the girl refused to listen to police and disobeyed multiple commands to put her feet in the car. "This required an officer to use an irritant on the minor," police said.

There is no right choice in that situation.
But I won’t be surprised if the custodial parent now sues Rochester PD for attacking the daughter.

On what *&$%&^@'ing planet is that supposed to make sense? Did the OC calm her down afterward?
a 9 year old, in cuffs, and secured in a vehicle....now with a face full of OC... yeah that makes sense.
If I would have done that to ANYONE while I was carrying a badge, I wouldn't have a badge for much longer.

And it would be the correct move to remove a badge from someone like that. I back the blue, but that doesn’t absolve cops from thuggery.

Seems to me that if the parenting had been better, the 9 year old girl would have better understood the consequences of belligerence and violence towards law enforcement officers.
But I suppose that's a different subject.

One officer: "You're acting like a child!"
Also, telling the public to "Get in your home!" and "What are you doing? Huh? I'm going to arrest you too." is a surefire way to calm a situation... not.

bullshite. If you can't control a handcuffed 9 year old than you don't need to be wearing a badge. These situations are about deescalation and all a face full of mace to an already handcuffed 9 year old is not how you deescalate the situation.

The mayor of that town is a democrat FWIW and the police chief was forced out in September.

No need for spray. I would have cuffed her front and tied a rope to the back bumper and said "OK, you're going to run along behind my car at 2 mph. When you would like to come in the car let me know."
Harsh? Perhaps.
