Watching the Braves pull off that epic choke makes me think it has to be Atlanta, but here are my top cities. My criteria includes cities with football, basketball and baseball teams.

Atlanta:
Football- The Falcons have 0 Super Bowl wins and the greatest choke in sports history. Team is now awful despite retaining some talent.
Basketball- The Hawks are stuck in perpetual mediocrity and irrelevance. They have never won a title while in Atlanta.
Baseball- The Braves have 1 title since moving to Atlanta and have a great and storied history of choking in the playoffs despite having talented teams like last night.

Houston:
Football- The Texans are a total dumpster fire as B.O.B. wrecked the organization. They are chokers and have been throughout their history. Even the Oilers never won a Super Bowl.
Basketball- The Rockets had a good 90s winning back to back titles but that's it. Under the current regime, they have been perennial chokers and 2nd fiddle to the Warriors, and their championship window with Harden is probably closed.
Baseball: The Astros have been in the dumps for much of their history. The only title they have is forever tainted as well and everyone in the league hates the organization.

Detroit:
Football- The Lions are a dumpster fire and have been one for half a century. All their best players in franchise history retire early because they are so bad. Zero playoff wins since 1992.
Basketball- Three titles including one in 2004, so that lessens the sting. However, they played second fiddle to the Jordan Bulls and have been pretty mediocre in the last decade.
Baseball- The Tigers have not won a world series since 1984. They put together some talented teams in the early 2010s, but never got it done. They are a mediocre franchise.

Cleveland:
Football- The Browns are a factory of sadness. That's all you have to say. Even when they are looking decent like this year, they will find a way to frick it up.
Basketball- The Cavs are not a very good franchise historically, but that 2016 title did a lot for Cleveland, which knocks them down from the top spot in the misery index.
Baseball- The Indians have not won a World Series since 1948, the longest drought in the MLB. They have a lot of good playoff chokes, including blowing the 2016 World Series to the Cubs of all teams.

Honorable Mentions:
Buffalo- This city's teams, the Bills and the Sabres are destined to wallow in perpetual mediocrity and the Bills had a brutal 90s stretch.
Phoenix- Phoenix sports are extremely mediocre. 0 titles for the Suns and Cardinals, despite fielding some talented teams in their history. They just can't ever seem to get over the hump.

It's bad in Detroit. We always at least had a good Wings team and that is gone for the foreseeable future.

Despite 2009, New Orleans has to be on the list especially if youre putting Cleveland and Houston there. Look at how many gut wrenching playoff exits we've had. Beastquake, Vernon Davis, Minny Miracle, Rams PI, Kirk Cousins.

Our NBA team just lost Davis who immediately won a title, also Tyson Chandler and Peja won with the Mavs not long after leaving us. Denver beat us by 58 in the playoffs one time, and our best season we dropped game 7 at home to the Spurs after the home team won the previous 6 games, blocking us from the WCF.

Forgot Minneapolis. Vikings and TWolves have never won anything and the Twins haven't done anything in 30 years.

Yeah, if we’re counting hockey the Red Wings have won 4 Stanley Cups since the late 90s and Atlanta lost their team who always sucked when they were there

Yeah being a Saints fan is pretty tough because of our playoff chokes but I left New Orleans off the list because the Saints are still a pretty will run franchise that consistently beats their rivals and won a pretty recent Super Bowl. The Pelicans have an optimistic future with Zion.

At least Cleveland and Detroit have some robust history to fall back on, especially with the Browns and Red Wings respectively.

Atlanta and Minneapolis are full of crushing postseason losses with only three combined World Series titles to show for it. That's more miserable to me.

How about New York???? The Jets and Giants have been crap for like 10 years now. The Knicks and Nets have been garbage forever, the Mets are nothing but a tease and the Yanks haven’t won WS in over a decade. Not as bad as other cities but with everything it has to offer the city and it’s sports thing is not doing very well.

Cleveland had a similar run with the Cavs.

I would say those two Rockets titles move it further down the list where I wouldn't list them with the others.

Sure New York Sports aren't good now but they have a shite ton of titles to fall back on including Eli Manning beating the Pats twice. New York basketball is bad but the Nets have KD now so maybe they will be good. The Yankees are still the Yankees even if they haven't won and WS in a while. New York does not belong with these other cities imo

What about Dallas? The Stars had a nice little run this year but that is about it.

Twins have lost 18 (or 19?) straight playoff games. That hurts.

No way. The Cowboys have 5 Super Bowls and the Mavs have a 2011 title plus Luka as a rising star. You could make a case for the Rangers though
