He had to have misspoke. There is no logical way anyone can believe that.
As an expert myself (I've watched a lot of pandemic movies) the first move is ALWAYS to restrict travel.

Gates, although falsely, has portrayed himself as a technology and global health leader who is above the fray and non-partisan.
