Because it's in the city limits so they'll be dealing with BRPD and know the mayor and her lapdog chief of police will coddle them and let them do what they want. They know from their shenanigans out on Siegen that if they pull this shite on busy streets outside the city the sheriff will not frick around with them and is willing to crack fricking skulls if they push him.
