The La. Legislature is trying to cut into JBE’s action.

This could get nasty
Where’s John Alario when you need him?
I’m sure the Governor was looking forward to helping his friends. This could really be a fight. Will the Legislature be able to pull off something this big, or will they go away into the night?

The legislature is a sham, just there for the illusion of representation. The governor wields all the actual power, and when push comes to shove, the legislature never bucks a D governor in any meaningful way.

Lawmakers don't want JBE giving this money to his buddies for pet projects.
They want to be able to give it to their buddies for pet projects.

Basically.
But two substantive issues: The LA constitution gives the power to appropriate to the legislature. Not sure why JBE thinks he can skip them.
The legislature wants to send $100-$200m of that money to businesses as opposed to local government.
Of course it's all political, but it lets you know where their allegiances lie.

They should invest most of it in infrastructure but they won't
Local govts need some but there are a bunch of local LA govts that are insolvent or on the verge of being while also being really corrupt so I don't know how much money you give them

Line Item Veto
The governor has the power to veto individual line items in the budget. The legislature has the power to reconvene a line item veto override session, but they have literally never done so. Thus, the governor has effectual unilateral power to cut funding to anything, anywhere, anytime. It’s a virtual guillotine hanging over the head of every legislator, as bucking the governor could illicit a line item veto of funding for everything that legislator’s district’s voters care about (hospitals, universities, airports, road projects, levees, nursing homes, schools, etc).

The Legislature has already called itself into special session in June so they will be able to override vetoes without calling a special override session. This could get interesting
