Based on her delivery and tone of voice, it sounded like she was making a rhetorical point, not advocating for an actual position. If I had to make a wild guess, it's likely a larger conversation about Hispanic immigrants causing spikes in diseases because they are unvaccinated, and her retorting that they are more willing to be vaccinated than white people, who while currently vaccinated at higher rates, have much higher rates of refusal. And being they are willing to be vaccinated, it shouldn't be an argument for keeping them out.
But again, wild guess based on a one minute snippet.
