Or in the extreme cap the amount of plastics made from non-recycled material, thus creating a premium price to recycle so that joe blow doesn’t just toss that plastic bottle into the marsh instead of a recycling bin

There are solutions to this problem. Biopolymers can replace plastic. Also, we need to do a better job of recycling as a society. I would imagine theres a tremendous upside in recycling ocean plastic, its already being done, but scale could be larger.

My company has developed a method to use PET bottles (plastic) and create polyether Polyols. We use the Polyols in insulation. We use 1 billions bottles per year. More chemistry like this can help reduce the waste. I don’t see plastic use being reduced in the future, so we need to find ways to reuse or consume the waste.

It's been a game changer for sure. But those plastic clamshell packages that thinks like scissors (oh the irony) come in, can frick off.
I've cut my hand more than a few times trying open bullshite that comes in those God forsaken packages.
