In all seriousness, that part of the city existed before the interstate. They raised it to minimize the impact of the surrounding property I believe.

Allows for streets to cross under downtown to prevent overpasses which there is no room for

Look at concept drawings from the 50s when the interstate system was devised. They imagines those areas to be neighborhood meeting areas and urban playgrounds.

The roads especially in NBR in the Istrouma and Delmont area subdivisions are very close together. Building consistent bridges to cross these roads would be hard to do.

Yes, I remember them making parks out of the areas in Scotlandville and the state putting out picnic tables. They were all stolen the first week they put them out. Scotlandville always going to Scotlandville.

Those were the days.
Before I-110 was open my friends and I rode our dirt bikes from Hollywood where the barricades were setup to Scotlandville and back to Hollywood.

I believe research at the time showed that Interstates were separating communities because of few crossover points. Kinda like the railroad tracks if you are from a small southern town.

Poor people live on this side of the tracks, rich on the other.
