Interesting. So someone that drones on an on without actually adding any pertinent or worthwhile information would be a circumlocutor.
Elocution is using words skillfully and with purpose. Someone who does this would be an elocutor. that person is eloquent , whereas someone who circumlocutes would be circumloquacious.
So someone that, say, would post paragraph after paragraph of pablum without presenting a pertinent point could be called a sad sack of circumloquacious shite, sitting silently, shut in and spurned by society.

TOPS didnt come into play until the late 1990s, correlating with the immense dumbing down of higher education standards in Louisiana? Causation? Probably not. Coincidental? Probably not.
