Buyer bought vehicle seller A via notarized bill of sale. No title.
Seller W bought vehicle from seller B via bill of sale. No title.
Buyer has vehicles registration certificate, notarized bill of sale when he bought it, and bill of sale when seller A bought it.
Will OKV register vehicle and issue title in Buyer’s name?

Register the vehicle in a non-title state (or a foreign country) then register wherever you want. Alabama is, or used to be, a non-title state.
