Does Tulsi have a case for defamation lawsuit against clinton?

Tulsi is a public figure, sure, so the standard is higher. But she is also an active duty major in the army and a sitting congresswoman.
It is A BIG DEAL to be accused of being a russian agent when you hold those 2 positions.

It would be a big deal and troublesome for a republican if THEY were accused.
