14:107 has been ruled unconstitutional by a federal judge. It’s still on the books but completely unenforceable. The correct charge is pedestrian soliciting rides or business. It’s a Title 32:218. It’s a traffic ticket.

There should be an ordnance against loitering on the median or walking through traffic. Safety reasons

Its unbelievable the amount of people who give them something. Anytime I am at a redlight and there are people who walk around the cars that are stopped, there is always a few who will give them money...

There needs to be a campaign for the people to tell them to stop giving to panhandlers. Its like going to a zoo... And they tell you not to feed the animals.. There is a reason they tell you this.

I was in DC last year for work and one person I was working with said they “keyed” their car when they didn’t give money one time. Savages.

I know it's a ring of panhandlers, I wonder if they have a pimp of sorts and get beat down if they don't bring in enough? Maybe that's why they get so aggressive at times. I don't give them shite.

One judge ruling something unconstitutional doesn’t mean shite. Now if the US or Louisiana Supreme Court did, then that’s a different story.

It used to be, I'd give a dollar if I had it.

These days, I stop them at a distance and tell them not to come any closer. After seeing the methed out bums lately, it isn't a terrible idea.

I had a black bitch with two lottery tickets in her hand ask for a water the other day as I was packing my ice chest. I gave her a unsweetened carbonated water just to frick with her.

Sounds like you still can't help yourself to give to them.

Give NOTHING. A carbonated water still means that's one less thing they have to buy for themselves.

I saw one of the panhandlers under bluebonnet interstate talking on his iPhone around 4 pm like he’s leaving his job for the day. Half those people are shacked up in the woods behind blue cross and have caused some crime in the adjacent neighborhoods.
