To be fair to BRPD the ACLU and a lot of judges ha e made it hard to deal with beggars and vagrants in a lot of places

The police can only enforce laws. If you want a law that helps police deal with homeless and/or panhandlers then go talk to your elected city council members or your state legislators. Convince them to create a law that police can use to deal with the situation.

This is what is so disgusting. Here in Austin, the city council recently passed a resolution that de-criminalizes vagrancy and allows homeless to set up encampments in just about any public space. So now they are under just about every overpass in the city, as well as some city parks, and there is trash and litter everywhere. It's not a good look for the city to have these people trashing highly visible areas, but there's not much the cops can do.
