I was in DC last year for work and one person I was working with said they “keyed” their car when they didn’t give money one time. Savages.
At least when our local "bums" throw those wooden Salvation Army tokens back at your car they won't mess up your paint as bad as a key would.

Sounds like you still can't help yourself to give to them.
Give NOTHING. A carbonated water still means that's one less thing they have to buy for themselves.
Giving a 300lb shebeast an unsweetened carbonated water is the equivalent of giving her poison. She will never ask a white man for a free drink again.

The police can only enforce laws. If you want a law that helps police deal with homeless and/or panhandlers then go talk to your elected city council members or your state legislators. Convince them to create a law that police can use to deal with the situation.

They litter everywhere
This is what is so disgusting. Here in Austin, the city council recently passed a resolution that de-criminalizes vagrancy and allows homeless to set up encampments in just about any public space. So now they are under just about every overpass in the city, as well as some city parks, and there is trash and litter everywhere. It's not a good look for the city to have these people trashing highly visible areas, but there's not much the cops can do.

That token will become a commodity for buying street drugs

Giving anything to panhandlers is exacerbating the problem.
Agreed. We must let them fight for resources as Darwin would have imagined. Only the strong survive the thunderdome.
