Barr needs to force him to go on television again and publicly revise his statement again. Embarrass the hell out of Mueller, like he did before.

His back-tracking is irrelevant, the Democrats got the soundbite they wanted and will use it in the same vein they do the "indictments and prosecutions" aspect (ie: completely and purposely out of context).

So, the timeline was...

1) In the morning, answering Lieu, Mueller misstated the reasons he did not indict Trump.

2) First thing in the afternoon, Mueller corrected his erroneous testimony to Lieu, by saying, "...we did not reach a determination as to whether the president committed a crime.”

Bottom line: if after two years of trying to find a crime to fit your charges and you can't find it, then you must conclude that a crime has not been committed.

That's the way it works.

Sentence is factually accurate but can be misleading and ignores context.

2) 'They did not make a determination as to whether the president committed a crime because of the opinion'

Sentence is factully accurate and is much less misleading.

3) 'Because of the opinion our investigation into the presidents conduct was limited to a fact finding investigation and we made no attempt to determine whether the president committed a crime'

This is the reality and what Mueller says in the report.

that determination would be for a judge or jury anyway

the only determination for a prosecutor is whether or not to allege a crime was committed

Also, I would like to point out that,

“not reach a determination as to whether the President committed a crime” = he determined the President did not commit a crime.

If the Public Utility meter reader comes out to your house and sits and stares at the electricity meter for two years and then goes back to his boss and says he can't determine if you used any electricity at all....then you probably didn't use any electricity and therefore you have no bill to pay.
