Best character is difficult.
If I had to pick a single "best" character for their entire arc and development, I would say Arya, but she's not my "favorite" character.

Someone should do this based on the characters from the books. That’s where my judgement comes from. I had Euron Greyjoy going far in that bracket because he’s one of my favorite characters in the books. But he’s so awfully written on the show I shouldn’t have kept picking him.

If it weren’t for Stannis arriving so soon Bronn would have slit his throat in that tavern right before shoving his nose up that broads arse all night. Brienne is a chick, let’s be real and Jon is good but he doesn’t fight dirty. Bronn would do whatever is necessary to win, including fight dirty. And to the person who said he whines. Maybe not the best characters, but Ramsay Bolton and Tywin Lannister were beautifully executed.
