De Blasio said if the building owners do not change their places to reduce emissions by 2030, they will be fined. For the biggest buildings in the city, they could face fines of up to $1 million or more.

They need to pick a small city somewhere, swarm it and fundamentally build a new city from ground up with all the shite they want...
No roads, maybe golf carts only or whatever they like, conveyer belts, little trams
Invite in corporations that want to be green...build buildings slightly underground,
Whatever they want...
Single/dual point of entry, cameras everywhere, offer supplemental income, whatever the hell they want
