Let’s keep his personal escapades out of this discussion, let’s keep this strictly focused on his personal career.
Do you think Tiger has ever deliberately cheated on the golf course?
Does anyone identify Tiger Woods as a cheater when it comes to him playing the game of golf?
If so, why?

... this thread was created as a result of the accusations by the poster LCA131 who has repeatedly accused Tiger of being a cheater on the golf course
I started this thread as an experiment to see if anyone agreed with him....i.e. That's the reason for the title of this thread. NOT MY OPINION.
according to the down-votes and the replies, it appears not many people believe or agree that Tiger is a cheater.....

Apparently there is a small consensus of people that are in agreement that Tiger is a cheater on the course and has gotten caught and admitted to it but the media has apparently swept it under the rug.

Like fluffing his lie or grounding a club in a hazard? I don’t think the entire media and competitors would just let him blatantly cheat.

A cheater is, by definition, 'one who takes deliberate action, against the rules, to gain an advantage over his competition'.
So, for instance, in the 2nd round at the 2013 Masters, when TW took a drop in violation of the rules, he cheated. He said in his post round interview that he purposefully dropped 2 paces further back than the place of his original shot.
Now Tgrliar08, I know you don't know the rules well, or at all. The option he chose required him to drop at his original spot... Not 2 yards back.
How can you call this incident anything BUT CHEATING???

Is a basketball player who fouls a dude down 3 with 10 seconds left to send him to the line cheating. Or a coach who takes a delay of game on 4th down trying to draw the other team offsides. I don’t see how it’s any different. The consequences of breaking the rules still broke out ahead for him. That’s not cheating.
