A lot people will slightly move their balls to better lies or shave a couple strokes off throughout a round. This isnt really possible in a PGA event though if thats what you're talking about.

The golf equivalent here would be receiving penalty strokes for hitting into the water.

He purposely took actions on the course, by his on words, to gain an advantage. In golf you are supposed to police yourself.

I don't believe anything about him cheating but I swear there was a shot once where he hit it in a bushy area where there were people, there was a pause, and then the ball pops out in a good direction. The announcers didn't even say anything. That was 20 years ago and I apparently was the only person to see it.

I think it was an issue of him not fully understanding the rules. Why would he admit to dropping the ball 2 yards back if he knew that was the rule? That could have (and probably should have) led to his disqualification.

There are rumors of certain players who habitually anchor the long putter but claim that they don’t... or move their balls closer to the hole when marking their ball. That is cheating.

Wow. In 2013, he would have been playing top-level golf for at least 20 years...

And still not having a full understanding of the rules?

He did have this incident. He didn't assess himself a penalty at the time and it's hard to imagine he didn't see the ball move.

He didn't gain any real advantage by doing that.
A rules violation isn't the same thing as cheating.

People get rules officials out for drops from sprinkler heads now, which should be pretty straightforward. The rules get very jumbled. Again, why would he admit to doing it if he knew it was against the rules?
