Why would anyone want to stay on welfare?

I acknowledge having a welfare system to support those in a tough financial situation is good for society. In the long-term, its good for capitalism as it provides you housing and food while reviewing your life situation and what you can do to fix it.
That said, I cant understand generational poverty. If your area lacks economic opportunity you need to consider leaving. At some point I would be embarrassed to used EBT or anything similar to it. Is there something preventing you from furthering your education. Hell people with degrees and jobs still go back to school.
I feel like I'm missing a fundamental variable in our society. What is it?

You are assuming that your frame of reference applies to theirs.
The reality is, generational use of welfare occurs because someone growing up in it becomes inculcated to it. To them, it doesn't even seem odd. While you or I might feel some level of shame should we need welfare, and therefore, feel some desire to escape it, there is no shame when everyone you know is in the same boat.
And, in most cases, we aren't talking about people who can LEAP out of welfare. We're talking about people who would need to creep out of it. And, bluntly speaking, they actually PREFER not working to working and living like 2% better.

Welfare isn't a stigma for many people, work is. You're trying to rationalize behavior in people who will never keep a job as long as they can get by.
The more you give, the more people will take.

Also worth mentioning, the current system isn't tied to improving education or skills and penalizes people when they do find work.

The common theory at the local Indian casino is, the slots don't pay well at the 1st of the month. That's when all the welfare recipients get their checks, and head straight to the slot machines. From the appearance and size of the crowds at that time, I think it has some validity.

Local natives in general only work enough for a little spending money. They rarely have careers, and make just enough to supplement their Indian money as they call it

Double-edged sword. I offered a job to a lady a few years ago, that was going to pay considerably more than she was making at her current job. She really had to think about it, because the increase in wages would have stopped her government subsidized child-care. She had 3 kids, 3 different fathers, never married.
The system rewards bad decisions. Dropouts only can find unskilled jobs, making minimum wage, have kids, then the taxpayers get to pay for their dumbass decisions.
A good start to fixing the system, is to make someone receiving welfare, work for it. Picking up trash, sweeping the streets, etc.

Ive learned through friendships with people who work with the poor that for many recipients of welfare, welfare pays more than what they could earn working.
When you throw daycare or after school expenses in, its not even close.
The average welfare recipient gets about $25 per day in cash benefits, but also receives about $140 a day in combined medical, housing and SNAP benefits.
Just look at the cash benefits - $9000 a year. If you made $8 per hour, and worked 40 hours a week, sure you would make almost twice as much ($16,640)
But cheap daycare is $100 a week One kid knocks that down to $11,440 really quick. Multiple kids and its not even an option to work, even if you have a job making $10/hour. With two kids, your break even point is around $12/hour.

The artificial floor theory. It makes sense, but it effectively removes a portion of the population out of the workforce.

Housing: Some people have $1800 town homes they pay little or nothing for
Food stamps
Free lunches at shchool
Utility assistance
EITC
Day care
Medicaid
I know this is happening from several people I know
I also know that if this person works extra hours to get extra spending money for Christmas that they lose benefits, which discourages working more

Victim mentality. They feel they are owed this money. We are a country founded on white male privilege that has made it impossible for minorities to succeed in any form.
