Looks like he is, by drawing attention to it.
Given that he has no official role in the running of an election in Florida, what would you suggest he do? He could file a lawsuit of some sort, perhaps...but what about state officials in Tallahassee? The current secretary of state was appointed by Scott.

Sayfie is a drudge or RCP of sorts for Florida politics, as I understand
I looked this up a couple years ago because Rubio and others use it all the time
