Karma is an idea that can be taught without an overarching religion.

How so? Karma comes from the Hindu religion... it's origin is strictly religious.

Is there a logical basis for morality if there is no higher power?
NO

Of course there is

The basis simply being the progression and survival of society

Yes.. You can teach your kids religion as well as behavior that isn't considered moral so you don't need one for the other to exist.

There are people who don't necessarily believe in god, but are good people. There are a lot of "religious" people who are selfish assholes.

Even Christianity uses karma as a reward/punishment

"Be not deceived; God is not mocked: for whatsoever a man soweth, that shall he also reap."

You can read this to find out:

I have no doubt that presents one particular theory. Can you give me the gist of what it says to justify your particular assertion here?

I've read about a theory that suggests the whole idea of religious thought was an essential evolutionary hurdle for mankind (homo sapiens) to actually become what we consider civilized. Again, not necessarily speaking to any religious truth - although, one could make an argument it might at least suggest such.

I'm pretty sure none of the individuals studying such things would declare any of their theories absolute truth on this topic. At least, I hope they wouldn't.

And it is at its core, just a basic set of principles and guidelines to live your life.

That's just what Satan wants you to believe. That won't play well on Judgement Day.

Using the progression of society as the test of morality... If Hitler's fundamental conclusion was that some people groups are better than others, and progress was a thriving Aryan race, how are his ideas wrong from the pure progress worldview?

"Do unto others as they do unto you..."

Does that sound like a Hindu verse?

Buddhists also believe in karma.

So that begs the question- how is it possible to teach an ideal central to three of the worlds major religions without teaching anything specific to any of those three?

They aren't. I think his actions were universally wrong however

Of course. Religious people only use the good parts, anyways.

Karma as an idea implies that there is some sort of higher power keeping tabs and 'dishing out' said karma. That doesn't require an overarching religion, but it requires belief in something greater than the tangible world.
