Yeah, those counts are saying that they can annex the day after the petition drive legally must end, but before it can be validated and the issue slated to be on an election day ballot. Basically, once the petition and signatures are submitted, they're saying they can then go over the signatures to cherry pick the areas to try to annex that will invalidate the most signatures. Also, I think any annexation of land described in the petition before the election could invalidate the petition because the described areas of the petition and the described area in the election should have to be the same.
Once again, Baton Rouge and the people addicted to the tax dollars of the unincorporated areas resort to frickery because they know they'll lose any election that they can't prevent.
I smell a state Supreme Court battle brewing here.

True, but from what the paper said there may be a loophole that allows annexations as soon as that date passes, around November 27 or 28 (cant remember). Sounded like there were 2 commercial properties and a subdivision ready to request annexation as soon as it is allowed. I cant see either really hurting the petition as far as signatures, the business shouldn't affect the numbers at all and I believe a neighborhood has to have 50% of the residents sign to request to be annexed. If that many residents feel strongly about joining BR then I doubt SG had over 25% of them on the petition anyway. So losing the area should only help the cause.
The real question is if these annexations happen does that invalidate the petition. That would be pretty shitty for the wishes of two business owners to undermine the voices of 16k+ citizens. Regardless I hope those businesses rely on out of town customers.

That is my understanding. The business park where my office is requested annexation, but we were told we would have to wait until the petition period was over.

If that voids the petition then it would be hard for anyone to incorporate if it was a moving target, but it is a loophole.

We have a long history of problems with police and fire protection. Mostly due to our location there is confusion over jurisdiction, and when people call with various complaints they frequently get the run around.
Someone will call the Sheriff, and they will say we need to call BRPD, and then BRPD will refer back to the SO.
The owners of our properties wanted to request annexation in 2015, but they wanted to do it en masse so not to create even more jurisdictional confusion. At the time it first came up they couldn't get everyone on board.
Since then the issues with BRPD, the SO, SGFD and BRFD have gotten worse. When everyone finally got on board, and they filed the petition for annexation we were told we would have to wait.

Without taking sides on St. George, whoever wrote this law really screwed up. That is not just a loophole, its a grand canyon sized hole that could effectively stop St. George.
If its challenged legally that delays the election. If its not challenged you will have a ton of businesses requesting annexations into EBR (which the council will expedite) which will destroy the St. George financial projections.

I can only hope. If there were ever a fire the whole thing would burn as the SGFD would just keep insisting that we needed to call BRFD.

I guess I can sit back and watch the mess called EBRP Government at work.
At the end of the day if the St George issue is not allowed to go be voted on the area will request annexation of the whole area into the City of BR.
This would bankrupt the city.
Then legal battles will develope as black people will say whites are changing the racial makeup of BR.

That has never happened to my building. I give them the benefit of the doubt because i think 3 or 4 addresses in our park are part of the city, and the tracts of land behind us are as well.
