Why is this even a thing? None of these people have a job that they would need security clearance for anyway.

clearances expire a certain number of years after being granted, regardless of when the job requiring them ends
i had an active clearance for just over 5 years after i separated from active duty, even though my next job had no use for it whatsoever

the way you suggest doing it is something that'd hold up DOD work (and DOD contractor work) from getting done. those guys get their way in the govt of the US of A.
