I gotta say I don't think he's correct, but I also don't know that he's not.
His job is to speak for the administration on this. It's just a weird thing to reveal, especially when we opened these negotiations with our tariff announcement that apparently we knew we couldn't follow through on if they succeeded in stringing the negotiations on long enough.

Or maybe the tariffs got Xi and the rest of China to the table. Just because you keep everything thing on the table for negotiations doesn’t mean you’ll use everything. However you definitely weaken your position if you remove bargaining chips from the table from the get go. Previous administrations have always started negotiations with tariffs as a non-starter. This administration actually considers them and everything even if they don’t fight for them.

Common sense tells you to negotiate from a position of strength. We have done nothing and let these countries run all over us, and they do not believe mere talk. Actions speak much louder than words.

Not sure what that's supposed to mean, but whatever that is, it doesn't seem to have done us much good. We were promised deals, and we're not getting them. TBH it looks like the Trump team's arse got handed to them at "the table"

Sounds like you view the whole tariff thing as a bluff now. It is hard not to read Ross' comments that way as well.
