I don't think it's that limited.
In theory it's not, but practically speaking i think it is at least when talking about these $200 million studio investments. TLJ is as outside of the box as they will ever allow, which really isn't all that outside the box at all when you think about it. The template for these movies has stayed pretty static over the years.
Star Trek has always been about more than just the fighting

Rogue One was an attempt to give a back story where one wasn't needed
I agree in theory, but hot damn did they deliver on that shaky premise with a really great movie. Rogue One is the only movie since the original trilogy that holds up. It’s one of my favorite movies from the 2010’s.

R1 has grown on me but the characters are just so flat

Yeah that's because he knows this steaming pile of crap will take the heat off of him and the turd that is TLJ.

It's because they're relative unknowns. I hate when they try to stuff every big name in every role they can manage. Just get a good actor and let the story work.

No
Characters were the biggest strength of TFA and of those only Driver was known and even then he was just the guy from Girls.

Jen and the temple guardians have grown on me, but the pilot and the other rebel spy guy really just don't leave a lasting impression. It's a shame, too. It's really one of the only flaws in the movie (the other big one is why Saw didn't flee with them when the base was collapsing despite having plenty of opportunity to. Having him fight and die with them on Scaric would have added some much needed star power to the group of characters. If they didn't want him there, they should have at least made him get trapped by falling rocks or something instead of him just standing there saying "f&%k it, I give up" for no reason.)

1. His sense of humor is shite. Titty milk and mom jokes.
2. Why does Star Wars want to be "so funny"?

Han was the only character in the original trilogy that got to be funny intentionally. He was the snarky rogue.
If there was ever a story in the Star Wars universe where humor makes sense, it is a movie about a young Han Solo. I knew this movie was off the rails as soon as they FIRED the guys from the Jump Street movies. With this cast, those guys were perfect to make a Star Wars action comedy.
I like the idea of using these one-off movies to do different concepts within the Star Wars universe while allowing the main trilogy films to be soap opera fantasy epics.
We got our gritty war movie with Rogue One. Solo seems perfect for a buddy action comedy. Kenobi seems like the perfect film for a wanderer type story (think Book of Eli)/gritty Western. Future one-offs could include a spy/heist movie, a martial arts film concept (think Way of the Dragon), a revenge action movie (think Jon Wick starring Vader hunting down jedi), etc.
The Star Wars Universe is so expansive with so many great stories in its novels and video game series that there is endless material to work with that could produce any number of stories of different genres.
Star Wars movies don't have to appeal to everyone. One can make different Star Wars movies designed to captivate different kinds of audiences. By doing these strictly confined, color by the number, focus-group tested films, they feel sterile, and inauthentic. By trying to please everyone, they end up pleasing no one. That's what makes Rogue One great. They didn't make a Star Wars movie that everyone was going to love. They instead told a great story well within the universe and let it find its audience instead of crafting a story to please an audience.

People's expectations will be so low, I imagine it will surprise some folks just like Justice League.

A movie that's not nearly as good as people want to pretend it is, but go on.

TLJ made me appreciate TFA 100x over.
TFA wasn’t special by any means but it was a perfect foundation for the sequel trilogy and Rian killed it.

I find that TFA starts off fantastic but really looses steam after they leave Jaku

Aww, Rian Johnson thinks he knows what people will like. How quaint

Han was the cool sarcastic smart arse. He wasn't a comedian. Not saying that is what you meant but if you watched Rian Johnson's TLJ you should know what his type of humor is. "so funny" doesn't sound like Han but it could be bad wording from Rian.

agreed
The scene with Han and Chewie and that monster escaping just feels out of place.
The scene at that Massassi Temple seemed like it had been trimmed down in editing to the point that it felt rushed, disjointed, and awkward.
The whole starkiller base was unimaginative, a retread, but it accomplished its purpose by actually succeeding in completely destroying the Republic government.
Ray (and to a lesser extent Finn and Han) really carry this flawed movie and make it entertaining and rewatchable.
If we had characters half as charismatic as Rey, Finn, and Poe in Rogue One, it would have been a 10 out of 10.
