All I know is their boots are on the ground during the storm, the military doesn't seem to come in until after search and rescue is mostly complete. Someone's got to do it!

Vigilante was a poor word choice, but I get the sentiment - regular citizens doing the work of the government because the government response is inadequate.
ETA - To be clear, the government response has been great thus far, but it is inadequate considering the scope of the disaster. This isn't a knock on the local/state/federal response.
